LAW I:   THE FIELD OF PLAY=

 

 

YOUTH RULES

 

= 1.      Recommended field sizes: The field must be rectangular in shape.

 

Under 6            =            50 to 30 yards long by 40 to 20 yards wide

Under 8            =            70 to 40 yards long by 50 to 35 yards wide

Under 10            =          90 to 50 yards long by 60 to 35 yards wide

Under 12+            =        130 to 100 yards long by 100 to 50 yards wide

 

2.   Recommended goal sizes:

 

Under 6            =            6 feet high and 18 feet wide

Under 8            =            6 feet high and 18 feet wide

Under 10            =          7 feet high and 21 feet wide

Under 12            =          7 feet high and 21 feet wide

Under 14+            =        8 feet high and 24 feet wide

All  =      3.         = Playing time requirement:  Each pl= ayer on a team’s roster shall participate in at least 50 percent of each g= ame unless the player is injured or is being disciplined.

 

U8-12  4.&= nbsp;        Regarding goalies, in age divisions below Under 14, no player may be goalie for any longer than one-half of the game.

 

= U6       5.         = Under 6 teams do not use goalies.

All       6.         Substitution rules:  A team is allowed unlimited substitutions, but only at the following times:

 

-  its own throw-in

-  goal-kick by either team

-  goal for either team=

-  halftime (no referee permission necessary, except for goalie)

-  stoppage for injury or either team=

-  stoppage for a referee caution (on= ly the cautioned player may be substituted)

All       7.         Medical conse= nt:  Any parent who refuses to sign the “consent for medical treatment” section of the “USYSA Membership Form” will be required to attend each practice and each ga= me in which their minor child plays.  The player’s coach shall not permit such a player to play or practice unless at least one of that player’s parents is present.  (Note: it is the coach’s dut= y, not the referee’s to enforce this.)

LAW IV:   PLAYER’S EQUIPMENT

 

YOUTH RULES

 

All       1.         Equipment che= ck.  Before the game, the referee is re= quired to check player equipment (described below), balls, goals, and other field equipment.

 

All       2.         A player shall not wear anything which = is dangerous to another player or themselves. The Referee is the final authori= ty in determining what is dangerous.

 

All  =      3.         = Shoes:   “Soccer shoes acceptab= le under FIFA rules or tennis shoes must be worn.”

 

All  =      3.         = Uniforms:

 

<= span style=3D'mso-bidi-font-family:"Times New Roman"'>a.      =              Each player shall be in full uniform for each game, which shall include his official team jersey, black shorts and socks.  (Note:  The Board wants us to strictly enf= orce this rule, including the correct color socks.)

 

b.      =             Jerseys m= ust be tucked into the shorts.   &n= bsp;      

 

c.      =              Warm clothing may be worn under the uniform = at the discretion of the referee.

 <= /p>

d.      Sliding pants or spandex may be worn and should be same color as uniform.

 

e.      = Shin guards are required in any CYSA sanctioned event including practice. They s= hall be professionally manufactured, age/size appropriate and unaltered. The acceptable shin guard must have heel and ankle protection. They shall be covered entirely by the socks. Players will not be allowed to play without = shin guards.

 

All        4.        Jewelry, hair and other items:

 

a.      =              There will be no jewelry, including rings, necklaces, bracelets or ankle bracelets, worn during the game. 

 

b.      =             No earrings will be allowed. Covering earrin= gs with tape is not allowed.

 <= /p>

c.      =              All fingernails shall be clipped to eliminate sharp edges.

 

d.      =             Long hair shall be contained by rubber bands, elastic bands, athletic headband, or ribbon.  No barrettes are allowed.

 

e.      =              Players wearing orthopedic casts, air splint= s, or metal splits shall not be permitted to participate in any game.

f.          Medical and religious item= s may be worn if taped/covered so as to not be dangerous to themselves or others.= No referee shall ask or re= quire a player to remove a Medic Alert bracelet or similar device with critical emergency medical information. Parents are asked to secure such bracelet wi= th tape, etc. in such a way that it does not cause danger to the player or oth= ers, but with all pertinent medical information still visible.=

 

All       6.         = A referee should ask a player to leave the field of play to correct an equipm= ent problem only at a stoppage, and should only allow that player to return at a stoppage.

 

 

LAW V:   RE= FEREES

 =

YOUTH RULES=

 

All       1.         = Field conditions and bad weather:

 

a.      =              Whether or not games will be played later in= the day is determined by a committee consisting of the director of referees, director of fields, and the president.

 

b.      =             Whether or not any game in progress can cont= inue is determined by that game referee.

 

c.      =              If a game is canceled due to bad weather dur= ing the first half of play, the entire game will be replayed, if it is reschedu= led.

 <= /p>

d.      =             If a game is canceled due to bad weather dur= ing the second half of play, then only the second half will be replayed, if it = is rescheduled.  The beginning sc= ore shall be the score at halftime of the original game.

 

All       2.         = Official game card:    The referee shall require that both teams enter all appropriate information on = an official game card prior to the start of a game. This is optional on U6 through U12 and required U14 a= nd above in League and Metro games.

 

           

U14, 16, 19:=

 

3.         = Use of official game card in Under 14, 16, and 19 games:

 

a.      =              The referee shall have both teams enter information on the card, including player names  prior to the start of the game.

 

b.      =             Before the game begins, the referee verifies= the identity of each player and collects player passes from those who are to participate in the game.  The = coach must sign the game card verifying that the information is correct.

 

c.      =              After the game, the referee returns the play= er passes, except those of ejected players, which are turned over to the club.=

 

All       4.         = Referee’s authority on the field:  T= he referee shall not be challenged with respect to any aspect of the game inso= far as it is an area granted to the referee under the “laws of the game” as published by FIFA.

 

 

 

 

 

 

 

 

All       5.         = Official game report:

 

a.      =              Upon completion of the game, the referee sha= ll check the official game report form for accuracy, and both officials shall = sign the report form, thereby attesting the accuracy of the score.  The referee shall note all ejectio= ns, protests, serious injuries and noteworthy events on the game report form.

 

b.      =             Regarding injury reporting, the referee is required to describe any injuries sustained by players, coaches, referees o= r spectators in the official game report.

 

 

All       6= .         = Referee disqualifications:

 

a.&n= bsp;            = ;      A referee shall not officiate in any game in= a competitive division (i.e., a division in which team standings are kept) in which his or her own child is playing).&nb= sp; In non-competitive divisions, the referee shall not officiate a game= in which his or her child is playing unless both coaches agree in advance.  Once concurrence is obtained from = both coaches, neither the Board, nor any of its committees, will entertain any grievance or protest that involves any consideration of the fact that one of the officials was a parent referee.

 

b.          &nb= sp;       Referee age limitations:  All referees must be at least twel= ve years of age.  Youth Referees should not = be assigned to officiate games in an age division in which they are the same a= ge as the players. Youth Assistant Referees may officiate in any age division = they are qualified for as determined by the Director of Referees.

 

c.         Note:  the soccer Board may allow an exce= ption that is recommended by the Director of Referees.

 <= /p>

All      7.          Notification of protests to ref= eree:  The referee must be notified of the protest at the conclusion of the game by the coach making the protest, and = the referee shall make appropriate notifications on the official game card (and= the official game report).

 

   U-6   8.   =       Under 6 coaches on the field:  In the Under 6 age division two coaches are permitted on the field f= or each team, but they shall not physically assist or manipulate the players at any time.

 

All       9.         = Referees are responsible for turning over the game ball to the referee of the next game.  At the last game, the b= all is given to the age division director or other official.

 

All       10.       No on= e may stand behind the goal lines during the game.  That means spectators, non-playing players, and others should be politely requested to move.

LAW VII:  DURATI= ON OF THE GAME

1.      =             Length of games:

 

Under 6        &= nbsp;  Two 20-minute halves

Under 8        &= nbsp;  Two 20 minute halves

Under 10         = Two 25 minute halves

A substitution brea= k may be given mid-wa= y in each half for U6 through U10.

Under 12         = Two 30 minute halves

Under 14         = Two 35 minute halves

Under 16         = Two 40 minute halves

Under 19         = Two 45 minute halves

LAW VIII:  THE S= TART OF PLAY

YOUTH RULES=

 

U6-10  1.&= nbsp;        Modification of 10-yard rule on kickoffs for Under 6, 8, and 10 divisions:  On kick-offs, opposing players must stand at least six yards away from the ball.

 

(Note:  the rationale for the reduction is= that the field sizes for these divisions are considerably shorter.  The same six-yard rule applies in = these divisions to free kicks and corner kicks.)

LAW IX:   B= ALL IN AND OUT OF PLAY

LAW X:  METHOD OF SCORING

YOUTH RULES<= /p>

 

U6-8    1.         Under 6 and U= nder 8 scoring rules:  No goal = is scored if any player inadvertently “walks” the ball back over t= he goal line.  Allow a goal kick = to restart.

 

U6       2.         = Under 6 scoring rule:  A goal is= not scored if a player inadvertently kicks the ball into his or her own goal wh= en not being challenged by an opposing player.

 

 

 

 

 

All       3.         = Four or more goal lead:  In situations where a team has a four goal lead, the coach shall be required to take action to prevent running up the score, including any or all of the following steps:

 

a.      =              Place restrictions, such as “three passes” before a shot on goal can be made.

 

b.      =             Rotate players so offensive players are on defense and not in a position to score.

 

c.      =              Rest strong offensive players, and play all = of the team’s weaker players.

 

d.      =             Let weaker players take all penalty kicks.

 

e.      =              In extreme cases, play with fewer players th= an the opponent.

 

(Note:  it is not the referee’s duty= to require these measures.  Howev= er, referees are urged to remind the coach, but only if he or she appears to be disregarding or forgetting the rule.)

 <= /p>

= All       4.         = Team Standings:  Standings shal= l be kept by the Director of Publicity for all age divisions except Under= 6, Under 8 and Under 10.

5.      =             Non-competitive divisions:  While competition is expected and encouraged in the older age divisions, the emphasis in Under 6, Under 8, and Under 10 play shall be strictly recreational.  Accordingly, no team standings sha= ll be kept, and no awards and trophies shall be given which tend to single out individual players and teams.

All       6.         = Forfeits:  Any team delaying the start of a scheduled game more than fifteen (15) minutes without the sanction of the proper authority shall forfeit the game to the opponent by a score of 1-0.<= /p>

LAW XI:   OFFSIDE

&= nbsp;

 

U6-10 No offside for Under 6 thru Under 10:  Of= fside shall not be called in the Under 6 thru Under 10 divisions.

 

No offensive player= shall be intentionally stationed in an offside position in order to distract the goalie or to gain a competitive advantage.

 

U12+   Offsid= e will be applied.

 

 

 

LAW XII:   = FOULS AND MISCONDUCT

 

YOUTH RULES=

 

All       1.         = Slide Tackles:  No slide tackles= will be permitted for Under 12 age divisions and younger.  In those age divisions, a slide ta= ckle shall be treated as “dangerous play” (indirect kick) if no cont= act is made. 

 

 

 

2.=          = Protecting the Goalie:  The goalie mu= st be protected while he is in the penalty area and referees will assess penaltie= s as necessary to ensure safety.

 

C= harging the goalkeepers shall not be permitted at any time when he or she is within= his or her own penalty area.

(Note:  We apply these rules in the follow= ing ways)

 

On= ce the goalie touches the ball and it appears that he or she will be able to take possession, opposing players may no longer play the ball.

 

 

Penalties:

 

            Kicking ball out of goalie’s hand – “dangerous play” (IFK)<= /p>

 

            Kicking goalies hand – “kicking” (DFK)

 

            Fair charging goalie – “charging the goalie” (IFK)

 

            Violent charging – “a major foul” (DFK)

 

            Yellow card or red card in Under 10, Under 12, Under 14, Under 16, and Under 19 ga= mes if the physical contact is flagrant.)

 

U6-10  3.&= nbsp;        Fouls for Under 6, Under 8 and Under 10:&nbs= p; All fouls will result in an indirect free kick. If a foul by the defending team occurs within the penalty area, the referee shall spot the b= all at the closest point on or directly outside the line forming the penalty bo= x, and the kicking team shall be awarded an indirect kick from that position.<= /p>

 

 

All       4.         = Player ejection by referee:  If a player is ejected for misconduct, then the referee shall make appropriate n= otes on the game report form which shall describe with particularity the reason = for the ejection.

U6 – U12        a= . The Director of Referees shall submit a report to the Board of Directors regarding the incident.

 

b. The player is ineligible to play until the Board approves his return to active status.

 =

U14 +      = ;        Referees are required to c= omplete and turn in an Ejection Report for any players or coaches sent off during a game. The Reports will be given to the Director of Referees within 24 hours= for forwarding to the proper authority.

 

All   &nb= sp;   5.         = If an attacking player has an “obvious opportunity” to score a goal and a defender intentionally impedes that player by “unlawful means” (i.e., an offense punishable by free kick or penalty kick), the defender must be ejected with a red card.

 

U12-19 6.  &= nbsp;     Award an indirect free kick to the other team when a player deliberately kicks the ball to the goalkeeper, who then handles it.  The rule also applies to players deliberately flicking the ball with feet up onto the head so as to head the ball to the goalie, or deliberately kneeling down and passing the ball to t= he goalie with knee in which case that player is penalized with an indirect fr= ee kick.

 

U6-10=            &nb= sp;            =   a.         = This rule does NOT apply to Under 6 thru Under 10 age divisions.

 

All       7.         = Deportment of Coaches and Participants:  The referee shall not be challenged with respect to any aspect of the game insofar as it is an area granted to the referee under “laws of t= he game” as published by FIFA.

 

        =     All coaches and participants are expected to conform to the highest standards of conduct during practices and games.

 

a.&n= bsp;            = ;      The use of tobacco, alcoholic beverages, or abusive language is prohibited in the vicinity of the practice or game fiel= d.

 

b.=          = All members of a team’s coaching staff are expected to conduct themselves= in a sportsmanlike manner at all times.

 

c.=          = The coach will maintain control of parents and spectators at all times.

 

        &= nbsp;   1.         = No coach, substitute player, or spectator is to make derogatory remarks or gestures to the referees, other players, or spectators.

 

        &= nbsp;   2.         = No coach, substitute player, or spectator is to use profanity.

 

        &= nbsp;   3.         = No coach, substitute player, or spectator is to incite disruptive behavior of = any type.

 

        &= nbsp;   4.         = No coach, substitute player or spectator shall stand behind the goal line.

 

d.=          = Coaching from the sidelines and directing one’s players on points of strategy = is permitted, provided:

 

        &= nbsp;   1.         = No mechanical devices are used.

 

        &= nbsp;   2.         = The tone of voice is informative and not a harangue.  (Note:  a harangue is a noisy, scolding utterance or tirade.)

 

        &= nbsp;   3.         = No coach or substitute player is beyond the area of his or her team’s be= nch.

 

        &= nbsp;           &nbs= p;   a.         = If teams are on the opposite sides of the field, the team’s bench shall = be that area one yard away from the touchline and extending ten yards in either direction of the halfway-line.

 

        &= nbsp;           &nbs= p;   b.         = If both teams are on the same side of the field, the bench area shall be limit= ed to that area one yard from the touchline to ten yards from the halfway-line= .

 

        &= nbsp;   4.         = All coaching by any one team shall be conducted only from one side of the field= .

 

e.=          = Violation of any provisions of these Rules and Regulations by coaches, assistant coac= hes and other game officials shall be grounds for caution (yellow card) and/or ejection  (red c= ard) from the game by the referee, who shall report such misconduct to the Direc= tor of Referees.  Disciplinary act= ion shall be the following:

 

        &= nbsp;   1.         = First caution of the season:  writte= n or verbal reminder of expected behavior from the Director of Coaches.  The official may appeal this cauti= on within seven days of receipt of notice by letter.

 

        &= nbsp;   2.         = Second caution of the season:  1) let= ter of reprimand from the Director of Coaches; and 2) requirement that prior to the next official game, the official in question speak with the Director of Coa= ches about the game situation and about actions to be taken to remedy future behavior.  The official may ap= peal this caution within seven days of receipt of notice by letter.

 

        &= nbsp;   3.         = Third caution or first ejection of the season:&n= bsp; automatic suspension from all coaching activities at the completion = of the game pending a hearing prior to the next week’s games to determin= e if that person’s coaching status should be reinstated.

 

        &= nbsp;   4.         = Range of penalties:  probation or suspension for zero (0) to five (5) games, depending on the offense, as per CYSA Rule 4.08.

 

f.          Improper behavior by the parent may result in a hearing to determine whether = the parent should be suspended from attending games.

LAW XIII:   FREE KICK

 

YOUTH RULES=

 

U6-10  1.&= nbsp;        Modified free kicks for Under 6, 8 & 10 age divisions:

 

-      =     No direct kicks will be awarded anywhere

 

-      =     No indirect kicks will be taken in the penal= ty area

 

-      =     For any foul committed within penalty area, = the indirect kick will be taken at the closest point on the penalty area line.<= /p>

 

U6-8    2.         Modification = of 10-yard rule on free kicks for Under 6, 8 & 10 age divisions:  On free kicks, opposing players mu= st stand at least six yards away from the ball.

 

All       3.         = Free kicks within the kicking team’s goal area may now be taken anywhere within that goal area.

LAW XIV:  PENALT= Y KICK

YOUTH RULES=

 

U6-8    1.         Foul throw-ins (Under 6 and Under 8 age divisions) – first three weeks only:  During the first three weeks of the season, an Under 6 and Under 8 player who makes an improper throw-in will be given a second opportunity after the referee has demonstrated why the first throw-in was defective.  The p= layer will be given only one additional throw-in, and after the third week of the season, the same rules will apply as in the other age divisions.

 

            =             (= Note:  Thus, it is possible that each pla= yer on each team, not just the first offending player, can be given a second chance during a game.)

 

All     &n= bsp; 2. A goal may not be scored directly from a throw-in.

 

All     &n= bsp; 3. All opponents must stand no less than 6 feet from the point at which the throw-in is taken.

 

All     &n= bsp; 4. If After the ball is in play from a throw-in the goal keeper touches the ba= ll with his/her hands after receiving it directly from a team mate it will res= ult in an indirect free kick to the opposing team.
