Under 12+ = 130 to 100 yards long by 100 to 50 yards wide

All = 2. = Playing down: If one team has few= er players than the opponent, the opponent shall be required to play the same number of players. However, n= o team shall be required to play more than two players short, regardless of the nu= mber of players played by the opponent. (Note: In Under 14 and= older games, the BYSL rules will apply.
All = 3. = Playing time requirement: Each pl= ayer on a team’s roster shall participate in at least 50 percent of each g= ame unless the player is injured or is being disciplined.
U8-12 4.&= nbsp; Regarding goalies, in age divisions below Under 14, no player may be goalie for any longer than one-half of the game.

All 6. Substitution rules: A team is allowed unlimited substitutions, but only at the following times:
- its own throw-in
- goal-kick by either team
- goal for either team=
- halftime (no referee permission necessary, except for goalie)
- stoppage for injury or either team=
- stoppage for a referee caution (on= ly the cautioned player may be substituted)
All 7. Medical conse= nt: Any parent who refuses to sign the “consent for medical treatment” section of the “USYSA Membership Form” will be required to attend each practice and each ga= me in which their minor child plays. The player’s coach shall not permit such a player to play or practice unless at least one of that player’s parents is present. (Note: it is the coach’s dut= y, not the referee’s to enforce this.)
LAW IV: PLAYER’S EQUIPMENT
All 1. Equipment che= ck. Before the game, the referee is re= quired to check player equipment (described below), balls, goals, and other field equipment.
All 2. A player shall not wear anything which =
is
dangerous to another player or themselves. The Referee is the final authori=
ty
in determining what is dangerous.
All = 3. = Shoes: “Soccer shoes acceptab= le under FIFA rules or tennis shoes must be worn.”
All = 3. = Uniforms:
<= span style=3D'mso-bidi-font-family:"Times New Roman"'>a. = Each player shall be in full uniform for each game, which shall include his official team jersey, black shorts and socks. (Note: The Board wants us to strictly enf= orce this rule, including the correct color socks.)

c. = Warm clothing may be worn under the uniform = at the discretion of the referee.
d. Sliding pants or spandex may be worn and should be same color as uniform.
e. = Shin guards are required in any CYSA sanctioned event including practice. They s= hall be professionally manufactured, age/size appropriate and unaltered. The acceptable shin guard must have heel and ankle protection. They shall be covered entirely by the socks. Players will not be allowed to play without = shin guards.
All 4. Jewelry, hair and other items:
a. = There will be no jewelry, including rings, necklaces, bracelets or ankle bracelets, worn during the game.
b. = No earrings will be allowed. Covering earrin= gs with tape is not allowed.
c. = All fingernails shall be clipped to eliminate sharp edges.
d. = Long hair shall be contained by rubber bands, elastic bands, athletic headband, or ribbon. No barrettes are allowed.
e. = Players wearing orthopedic casts, air splint= s, or metal splits shall not be permitted to participate in any game.
f. Medical and religious item=
s may
be worn if taped/covered so as to not be dangerous to themselves or others.=
No referee shall ask or re=
quire
a player to remove a Medic Alert bracelet or similar device with critical
emergency medical information. Parents are asked to secure such bracelet wi=
th
tape, etc. in such a way that it does not cause danger to the player or oth=
ers,
but with all pertinent medical information still visible.

FEREES
YOUTH RULES
All 1.
a. = Whether or not games will be played later in= the day is determined by a committee consisting of the director of referees, director of fields, and the president.
b. = Whether or not any game in progress can cont= inue is determined by that game referee.
c. = If a game is canceled due to bad weather dur= ing the first half of play, the entire game will be replayed, if it is reschedu= led.
d. = If a game is canceled due to bad weather dur= ing the second half of play, then only the second half will be replayed, if it = is rescheduled. The beginning sc= ore shall be the score at halftime of the original game.

U14, 16, 19:=
3. =
Use
of official game card in Under 14, 16, and 19 games:
a. = The referee shall have both teams enter information on the card, including player names prior to the start of the game.
b. = Before the game begins, the referee verifies= the identity of each player and collects player passes from those who are to participate in the game. The = coach must sign the game card verifying that the information is correct.
c. = After the game, the referee returns the play= er passes, except those of ejected players, which are turned over to the club.=

a. = Upon completion of the game, the referee sha= ll check the official game report form for accuracy, and both officials shall = sign the report form, thereby attesting the accuracy of the score. The referee shall note all ejectio= ns, protests, serious injuries and noteworthy events on the game report form.= p>
b. = Regarding injury reporting, the referee is required to describe any injuries sustained by players, coaches, referees o= r spectators in the official game report.
All 6= . = Referee disqualifications:
a.&n= bsp;  = ; A referee shall not officiate in any game in= a competitive division (i.e., a division in which team standings are kept) in which his or her own child is playing).&nb= sp; In non-competitive divisions, the referee shall not officiate a game= in which his or her child is playing unless both coaches agree in advance. Once concurrence is obtained from = both coaches, neither the Board, nor any of its committees, will entertain any grievance or protest that involves any consideration of the fact that one of the officials was a parent referee.

years of age. Youth Referees should not =

All 7. Notification of protests to ref= eree: The referee must be notified of the protest at the conclusion of the game by the coach making the protest, and = the referee shall make appropriate notifications on the official game card (and= the official game report).
U-6 8. = Under 6 coaches on the field: In the Under 6 age division two coaches are permitted on the field f= or each team, but they shall not physically assist or manipulate the players at any time.

players, and others should be politely requested to move.

(Note: the rationale for the reduction is= that the field sizes for these divisions are considerably shorter. The same six-yard rule applies in = these divisions to free kicks and corner kicks.)

a. = Place restrictions, such as “three passes” before a shot on goal can be made.
b. = Rotate players so offensive players are on defense and not in a position to score.
c. = Rest strong offensive players, and play all = of the team’s weaker players.

(Note: it is not the referee’s duty= to require these measures. Howev= er, referees are urged to remind the coach, but only if he or she appears to be disregarding or forgetting the rule.)

5. = Non-competitive divisions: While competition is expected and encouraged in the older age divisions, the emphasis in Under 6, Under 8, and Under 10 play shall be strictly recreational. an attacking player has an “obvious opportunity” to score a goal
and a defender intentionally impedes that player by “unlawful
means” (i.e., an offense punishable by free kick or penalty kick), the
defender must be ejected with a red card. U12-19 6. &=

an indirect free kick to the other team when a player deliberately kicks the
ball to the goalkeeper, who then handles it. The rule also applies to players
deliberately flicking the ball with feet up onto the head so as to head the
ball to the goalie, or deliberately kneeling down and passing the ball to t=

goalie with knee in which case that player is penalized with an indirect fr=

given a second opportunity after the referee has demonstrated why the first
throw-in was defective. The p=

will be given only one additional throw-in, and after the third week of the
season, the same rules will apply as in the other age divisions. =

each team, not just the first offending player, can be given a second chance

suspension for zero (0) to five (5) games, depending on the offense, as per
CYSA Rule 4.08.f. Improper
behavior by the parent may result in a hearing to determine whether =
the
parent should be suspended from attending games.
